WDC continues its mission as the economic development engine of the Washoe Tribe. Since being re-established in 2021, the mission of the WDC has been to operate Tribally owned commercial businesses, create job opportunities for Tribal members through business ventures, and manage assigned Tribal lands for revenue generation, to assist in creating a sustainable financial future for the Washoe people.

Director of Business Operations

Jaxon Luhrs

Jaxon Luhrs is the Director of Business Operations for the Washoe Development Corporation, the business Enterprise arm of the Washoe Tribe of Nevada and California. He retired from the United States Marine Corps in 2021, with 22 years of extensive leadership and team leading experience. Jaxon has over 18 years of Business Operations experience which include retail, food and beverage, hospitality and recreation. Jaxon completed the Business Program at William and Mary School of Business, as well as 5 advanced leadership programs. Most of Jaxon’s background focused on revenue generating functions that supported the Marines and their Families. This experience directly coincides with the mission of the WDC to support the Washoe people through workforce development, producing sustainable income and generating future business opportunities. Jaxon’s 4 years with the WDC has focused on operational efficiencies, with a focus on excellence in the basics, which maximize profitability while sustaining a loyal and dedicated workforce.

District Manager

Denise Kowalczyk

Denise Kowalczyk has almost three decades managing retail stores, specializing in fuel station convenience stores. As a dedicated Washoe Retail Enterprises team member, her progression through Assistant Manager, and Manager, created the obvious progression with the recent promotion to District Manager. Oversight of Travel Plaza, MICA and Carson Smoke Shop, allows for consistent pricing, policies, and customer service. Her teams are frequently recognized by Chevron for exceptional service and product delivery, creating a wonderful Wa She Shu Brand recognition for the Washoe Tribe. Denise’s understanding of ‘what customers want’ is crucial for strategic development of the retail enterprises. Her knowledge with expansion of facilities and product differentiation makes her an essential member for recognizing future business opportunities and new businesses.
